Enclosed is the opinion of the Franklin County Prosecuting Attorney's Office concerning your assertion that the Columbus Metropolitan Library Board and Administration do not have the authority to make a rule requiring its customers to wear shoes. As you will note, Mr. Glasgow has determined that public library boards do have that authority, and therefore we will not be making any changes concerning this issue.
