I, Judith F. Krug, being first duly cautioned and sworn, hereby state as follows:

1. The statements contained in this affidavit are based on my personal knowledge.

2. I am Director of the Office for Intellectual Freedom of the American Library Association. The American Library Association is the oldest and largest library association in the world. Its members represent all types of institutions--public, school, academic, state, and special libraries. The ALA maintains a vigorous program to protect availability and access to a broad range of ideas and information in libraries for library users, regardless of race, sex, age, religion, national origin, social or political views, economic status, sexual orientation, or ability. The Office for Intellectual Freedom is charged with implementing the ALA's policies concerning intellectual freedom, including the Library Bill of Rights, and is the premiere source of public information and education about the nature and importance of intellectual freedom in libraries.

3. The Library Bill of Rights constitutes the American Library Association's basic policy statement on intellectual freedom. A true and accurate copy of the Library Bill of Rights is attached as Exhibit A.

4. The Code of Ethics embodies the ethical responsibilities of the library profession and serves as a guide to ethical decision making for librarians. A true and accurate copy of the Code of Ethics is attached as Exhibit B.

5. In addition to the Library Bill of Rights and the Code of Ethics, the ALA has also developed other interpretive documents that serve as guides to applying the principles set forth in the Library Bill of Rights and the Code of Ethics.

6. "Guidelines for the Development of Policies and Procedures Regarding User Behavior and Library Usage" is a document intended to provide direction and guidance to libraries and library boards engaged in the process of developing their own local policies addressing user behavior. A true and accurate copy of the Guidelines is attached as Exhibit C.
