Dear Mr. Koss:
Thank you for your inquiry regarding regulations that address footwear in Franklin County food establishments and restaurants. I apologize for the lateness of the response, as we have been researching the topic. Ms. Tilgner asked me to respond on her behalf.
We could not find a state or local code that prohibits customers from entering restaurants or grocery stors without wearing shoes. Usually, the individual establishment will post a shoe policy based on their requirements.
We do have the authority to enforce the wearing of shoes for restaurant employees based on OAC 3701-21-06 (B).
