Hi, Mr. Neinast,
  The Board hasn't made a decision yet about your request.  There
was some discussion by the Board regarding safety issues and
they asked that I call the county prosecutor for advice.  I am
still waiting to hear back from Mr. Hart. Here are the
(unapproved as yet) minutes from the November Board meeting:

OLD BUSINESS

Code of Conduct as Pertains to Dress Code

The Library Director reported that she had a conversation
with legal council, Roy Hart regarding the request of Mr. Neinast
requesting a change to the Library’s dress code to exclude the
wearing of shoes in the Library.  Mr. Hart would like to take
more time to review the decision as pertains to the case of
Neinast vs. Columbus Metropolitan Library.  Mr. Hart believes
that it makes sense that safety would be a legitimate
concern.  The Board will wait for a recommendation from 
legal council and Ms. Steiner will advise Mr. Neinast should
he inquire about a decision.

I will let you know once a decision has been made.

First, let me thank you and the Board for the opportunity
to address you all.

Any word from the Board yet? I know there was probably an
intervening meeting between the meeting at which I gave
the presentation and now. Are they still considering it?
